Since 2016, Kelly has made many written complaints to the oversight bodies and individuals responsible for oversight of police in Ontario. Municipal policing is governed by the provincial Community Safety and Policing Act. The Solicitor General of Ontario has most of the power within the Act, and the Lieutenant Governor makes several important appointments under the Act.
