What started it all

Delegation to the Board - May 4, 2016

Donovan made her unprotected disclosure to the Waterloo Regional Police Services Board by way of delegation on May 4, 2016. The Board Agenda can be viewed here.

The Minutes for the meeting can be viewed here, however the delegation has since been removed by the Board.

In 2016, Ontario laws prohibited a police officer from making a complaint, and the police service only allowed members of the public to make a complaint.

Reprisal

On May 9, 2016, Donovan was served with her first notice of a misconduct investigation.

On May 9, 2016, Donovan informed Board members of the reprisal she was facing in an email.

​

On May 31, 2016, Donovan was served with her second notice of misconduct investigation.

Complaints

Donovan filed complaints with the Human Rights Tribunal of Ontario, the Office of the Independent Police Review Director, and the Ontario Civilian Police Commission, (responses received in 2017).
