After 8 years, the police service have conceded on almost all of their allegations against Kelly and plan to only proceed with very few allegations in their HRTO application against her. Kelly obtains records from the Ontario Civilian Police Commission to show what (if anything) was done when she complained that the police service were abusing public funds. It is going to be a BIG year!

Kelly's 2022 complaint to the Ontario Civilian Police Commission was dismissed without an investigation
Kelly complained that the police services board and Bryan Larkin were misusing public funds on a personal vendetta. The Commission initiated a preliminary review and then closed her complaint without an investigation. Kelly filed for the records and they were denied. Kelly appealed and in November, 2025, the decision of the Information Privacy Commissioner (IPC) was released. Part of that decision was to give the Commission a chance to reconsider their exercise of discretion. When they declined to reconsider, Kelly made additional submissions to the IPC.
